I know an incarcerated individual who says they sign up every year, but their children don’t always receive a present. Why is this?

There are various reasons why this could happen.  It could be that the application was not received on time, it was not sent to the proper place, the address or phone number was incorrect, or the parent or guardian did not respond to calls or letters from the church.
