I know an incarcerated individual who says they sign up every year, but their children don’t always receive a present. Why is this?

There are many and various reasons why this could happen.  It could be that the application was not received on time, it was not sent to the proper address, it was not signed properly, the prisoner was not legally able to have contact with the child, the caregiver's address or phone number was incorrect, or the parent or guardian did not respond to calls, texts, or letters from the church.
